ARServices is seeking a Secretary III to join its team. The Secretary III must demonstrate ability to multi-task and ability to work within a team environment. The ideal candidate is someone extremely motivated, articulate, and proficient with the Microsoft Office suite and has a passion for outstanding client service. This position is located at the Department of Energy, Defense Nuclear Facilities Safety Board (DNFSB), Washington, DC.

Primary Responsibilities: 

Manages official communications with the Executive and Legislative branches of Government, the news media, private firms, public interest groups, and the public. Establishes and maintains effective relationships with public officials, national, state, and local organizations involved in Board activities, in order to communicate and disseminate information which results in an understanding of the Board's mission and goals.

Coordinates Board's assigned personnel managing public affairs and responds with the press such as coordinating news and information media interviews, developing communication plans, coordinating agency information programs; analyzes and evaluates the impact and effectiveness of the Board's public information program and recommends strategies for improvement. When appropriate, ensures that press releases and related media are posted on the Board's public web site.

Writes/edits and oversees the preparation of speeches, Congressional testimony, news releases, feature articles, publications, fact sheets, briefing papers, radio and television scripts, and other public information for the Office of the Chairman. Ensures Congressional briefing packages are complete and prepared in a timely manner.

Performs work related to requests to use agency facilities for media projects, including scheduling photography and audio- or video-taping, by individuals and groups representing public or private interests unaffiliated with the agency.

In coordination with the Deputy General Manager, establishes Board Front Office strategic goals and objectives, develops long range plans and identifies required resources in order to promote an efficient, economical, and progressive organization.

Oversees the administrative work in the Office of the Chairman. Ensures proper distribution of the work and promotes efficient operation and orderly delivery of services; resolves administrative issues independently when possible. Coordinates/oversees scheduling on all Board calendars; ensures calendar appointments/events are approved, up-to-date, and provided to appropriate parties in a timely manner. Responsible for writing, editing and/or reviewing and proofing all official correspondence or documents released from the Board. Oversees the

Board's Recommendation and Letter coordination and approval process to ensure documents are produced in accordance with legal and procedural requirements before being sent to DOE. Oversees and manages the tracking of all delegation authorities for the Board. Ensures current delegation letters are on file and periodically reviews them for accuracy. Establishes and maintains a process for review of regulations/statutes dictating the delegations and identifies corrective action for the applicable Office Director. Maintains files of all Board delegations.

As directed, analyzes management processes and policies and develops options and/or recommendations for improvement. Performs a variety of administrative duties and completes special projects; prepares briefing materials and status reports; coordinating logistics for high­ level Board activities or events to include responsibilities regarding Public Hearings and Meetings. Supports Board members during hearing preparation and conduct.

As the senior administrator for the Board, the incumbent conducts and maintains the administrative processes. This includes a metric analysis of current programs and coordination among the administrative staff to identify the process issues that require management or changes in process for the entire Board staff. Establishes administrative staff procedures and maintains the Board's style guide ensuring compliance with all Board correspondence. Defines and manages the administrative succession planning for absences in one-deep positions including in the staff and at the Board level. This succession plan will account for both planned and unplanned absences. Routinely briefs the Deputy General Manager on the analysis and recommendations for improvements to administrative processes. Performs other duties as assigned.

• Current Secret Clearance and US Citizenship required
• Minimum 3 years performing various phases of administrative practices
• BA/BS preferred, high school degree required
• Highly proficiency with Microsoft Word, Power Point and Excel
• Knowledge and experience in applying sound office and administrative practices, procedures and policies including, but not limited to, such areas as, filing systems, records and forms control; inventory records and correspondence control.
• Ability to multi task and work in a fast paced environment
• Outstanding oral, written and electronic communication skills
